Do You Qualify?

Up to 20 hours a week. The Act is explicit: a permit under subsection (1) for a language course 'berechtigt nur zur Ausübung einer Beschäftigung von bis zu 20 Stunden je Woche'.
Duration
Matched to the course. The permit exists for the course, so its length follows the enrolment rather than a fixed statutory maximum.
What It Turns Into
Read this carefully, because the common claim that a language-course visa can never be converted is wrong. The restriction in section 16f(3) is scoped to school attendance under subsection (2): 'Während eines Aufenthalts zum Schulbesuch nach Absatz 2 soll in der Regel eine Aufenthaltserlaubnis zu einem anderen Aufenthaltszweck nur in Fällen eines gesetzlichen Anspruchs erteilt werden.' It does not govern the subsection (1) language-course permit. Procedurally, AufenthV section 39 no. 1 lets anyone already holding a national visa or a residence permit apply from inside Germany. What remains is the substantive decision of the Ausländerbehörde on the permit you are asking for, which is discretionary and not guaranteed.
