There is no federal rule: each Bundesland decides. It is compulsory for every dog in Berlin, Bremen, Hamburg, Lower Saxony, Saxony-Anhalt, Schleswig-Holstein and Thuringia, compulsory only for listed or dangerous dogs in eight more, and voluntary in Mecklenburg-Vorpommern alone.
